Libya has the power to attract... a real tragedy because of French-Italian differences

We can say that Italy has an old historical background; Italy has worked on the Libyan file because it is an Italian attraction.

We are watching and hearing what is called French-Italian disagreements, it is only the distribution of roles to take advantage of Libya's surplus natural resources.

The Italian-French differences over the Libyan file have been overcome by the fact that Libya is in the middle of this and that on the line held by French President Emmanuel Macaron stubbornly and far away from the Libyan issue to the benefit of one of the conflicting parties, the diplomatic initiative between France and Italy.

Libya and the geopolitical conflict are full of contradictions and perhaps the collection of economic fruits, France and Italy risked establishing themselves as intermediaries in Libya's transition from instability and chaos to more crises seven years after the fall of Muammar Gaddafi.

Italy is on the Libyan scene again with a meeting organized by Rome, similar to what took place at a Paris conference with the participation of the 3 + 3 countries on Libya, held at the Foreign Ministry headquarters in Rome, pushing French diplomacy to organize presidential and parliamentary elections.

The danger facing Libya lies in the vacuum of the Libyan political forces united towards the pending Libyan files, to consolidate the concept of the unified Libyan state, and to find themselves in a state divided into two, where criminal gangs are involved in profitable trade in smuggling people and trafficking them to Europe And on the other hand control of Libyan oil wells.

The unity of the Libyan political forces is the result of the control of General Commander Marshal Khalifah Haftar on the Eastern Province without any hindrance but in full support of the eastern region, on the other hand, Fayez Al-Sarraj, the Prime Minister of National Reconciliation Government is a United Nations-backed figure.

The French president Emmanuel Macaron, during the conference, tries to register a French imprint on the Libyan issue to end the stalemate by setting a roadmap and uniting political division in Libya.

But it is not forgotten that Italy has the power of attraction because of its proximity to the Libyan coastline and the historical influence of its colonial past, as well as the dilemma of illegal immigration that weighs heavily on its economy.

Each political activity can be expressed by countries that are engaged in political battles with a product group in a way that serves their national interests; Libya also has its foreign policy activities and the arts to unite the Libyan issue.

Libya is counting on its relations with Italy, especially in the illegal immigration file, which is working on rapprochement between the two neighboring countries, not only immigrants but the value of exchange between them 4 billion with a series of unilateral diplomatic initiatives.

Any initiative that makes us fit the solutions we put forward at the Paris conference and the solutions that are expected to be presented to Italy at an international conference this fall, and the presence of the United States of America, which gives the Italian authorities a role to play with the French role as a diplomatic base for Libya's exit from the political crisis.

Any support that Libya obtains from the active state in the region, whether from France or Italy, is based on the provisions of the legitimate formula of the Libyan state, which ensures that Libya is a stable and secure country that can be added to the international balance.

But Macron's plan was largely based on non-solid rules; it is suffering from a sudden standstill at the Rome International Conference because there is no Libyan constitution on the ground, to protect all the various Libyan factions that have a great influence in the Libyan state.

Macron proudly presented a 13-point document designed to jump-start optimism about Libya's future, including presidential and parliamentary elections later this year, but Italy sees no rush in the upcoming elections until those rival Libyan factions agree on Libyan power.

The Libyan constitution (still under implementation) the presidential and parliamentary elections are due to the approval of the legitimate constitution in the Libyan state and the formation of the Libyan national army after the disarmament of more than 100 Libyan armed militias, a work that has not come to light in the past seven years.

Italy is disappointed by the presence of a US president, Donald Trump, who is not interested in North Africa, especially in Libya, and President Macaron is determined to expand French influence over Libya, where the Gulf of Sirte deposits represent the good quality of crude and a geographical closure to be explored.

French Total bought 16% of the US Marathon oilfield in Barka for $ 450 million, the agreement is not considered valid by the Tripoli government.

This was confirmed at a meeting held in Tripoli between Eni's CEO, Claudio Disaltsi, and Libyan Prime Minister Faiz Al-Sarraj, are focusing on current activities in Libya and on exploration opportunities and future forms.

Sometimes under different names and masks, to come back and appear on Libya when the foreign ambitions of Libya in the united political vacuum between the East and the West of Libya, which suffocates Libya economically due to political conflicts under the weight of the absence of the Libyan constitutional framework for political stability in Libya.

Meetings and talks outside the constitutional legitimacy aimed at the failure of the political parties to reach radical solutions, which supports further instability and linking the Libyan territories to each other in a unified constitutional state.

Even after the agreement reached in Paris, the Libyan factions did not take concrete steps forward and remained only four months to the presidential and parliamentary elections, with the beginning of the Italian diplomatic strategy prepared by Giuseppe Conte, Prime Minister of Italy.

Giuseppe Conti plans to organize a conference on Libya in dealing with and discussing all issues relating to the Libyan people, including all parties involved in the entire Mediterranean region.

The future of Libya is hostage to the most important points in the next agreement in Rome, although no parliamentary and presidential elections are expected in December, which has not been the referendum on the Libyan constitution permanent organization of the electoral law in Libya.
